Estimated Fiscal and Economic Impacts of the Proposed Del Webb San Juan Oaks Development
Client: Pulte Homes
dashed line separator Pulte Homes retained Gruen Gruen + Associates (GG+A) to estimate the fiscal and economic impacts of the proposed Del Webb San Juan Oaks development, a mixed-use project planned to include 1,100 age-restricted housing units, approximately 65,000 square feet of commercial space, and a 200-room resort adjacent to the existing San Juan Oaks Golf Club in San Benito County, California.

GG+A evaluated the net fiscal impact of the development at build-out on the San Benito County General Fund. This included forecasts of property tax revenue, property tax in-lieu of MVLF, sales tax revenue, transient occupancy tax revenue, franchise fees, transfer taxes and Proposition 172 revenues. We also estimated the General Fund expenditures likely to be induced by the proposed development, such as those for public safety (police and fire), parks and recreation, and general government services. These estimates were prepared based on a review of County of San Benito annual budgets and financial reports, information obtained from representatives of Pulte Homes about the proposed development, interviews with County staff, and a review and analysis of secondary data sources including a fiscal impact study completed in 2011 for the General Plan Update. The fiscal analysis excluded upfront capital costs and fee revenue associated with infrastructure or other capital items.

GG+A also estimated and identified how the development and occupancy of residential, commercial and hotel space at San Juan Oaks would impact the local San Benito County economy. Economic impacts on the local economy from three separate sources - construction, commercial and hotel operations, and household spending - were estimated in terms of jobs, income, and output produced.

GG+A prepared a final report summarizing the impact analysis methodology, research completed, assumptions utilized, and resulting cost and revenue estimates. The final report identified the net fiscal impact of the development on the County's General Fund at build-out and the nature of economic impacts likely to occur within the local economy.
