Palmdale/Demand and Highest and Best Use Demand Study

dashed line separator Gruen Gruen + Associates conducted a series of analyses in order to forecast the demand that would pertain to a 773-acre tract in the Palmdale area of northern Los Angeles County near the site which had been proposed for a 17,000-acre international airport. Two separate forecasts were made. The first estimated what the demand for the tract in question would have been had the local market for land not been affected by possible airport construction. The second estimated the demand for the property under the assumption that the airport would be built. Proximity of the site to an existing military and commercial airport as well as to the proposed airport site required consideration of the property's value in industrial use, specifically for aerospace industries.

The demand forecasts were utilized to determine the highest and best use of the subject property. This information, along with important revenue determinants, was submitted to appraisers for the Los Angeles City Attorney. Conclusions concerning the highest and best use were presented in testimony by Dr. Claude Gruen before the Superior Court of the State of California for the County of Los Angeles in the case of The City of Los Angeles v. The Retlaw Enterprises, Inc. in January, 1974.
