Gruen Gruen + Associates (GG+A) conducted a comprehensive housing needs assessment for Sheridan County, WY, commissioned by the city and county. The study analyzed demographic and employment trends, workforce characteristics, and the jobs-housing balance while evaluating the county’s current housing supply, affordability conditions, and gaps between current housing inventory and housing needs.
Drawing on interviews with developers, builders, and brokers, GG+A examined market trends and the potential economics for future residential development. We projected workforce and population growth, estimated housing needs over the next decade by type and income level, and assessed land availability. GG+A also conducted a real estate economic analysis of residential development feasibility under current and alternative zoning regulations, identifying strategies to enhance affordability and development feasibility for households at or below the area median income. The findings and policy recommendations were presented to public officials, developers, and community stakeholders to address Sheridan County’s housing challenges.
