Gruen Gruen + Associates (GG+A) was retained to provide research and analysis directed to gaining an understanding of the demographic, retail expenditure, and retail supply and sales characteristics and trends and resulting demand for and supply of retail space in the regional retail market for Visalia. The research and analysis was also directed to identifying how the retail base within the City of Visalia and specifically the retail base concentrated on Mooney Boulevard, has performed and how much additional retail space the market is estimated to potentially support over the next 20 years. The findings from the quantitative supply and demand analysis and sales analysis and the interviews provided a framework for drawing inferences about the retail land use policy issues about which GG+A also provided recommendations. The City accepted GG+A’s findings, conclusions, and recommendations and incorporated them into tis General Plan update.
